"Outbox" is where mail goes prior to being sent out.  Once the mail is 
sent, it is moved to the "Sent" folder.  If your outbound mail is staying 
in the "Outbox" folder, then that probably indicates a problem with your 
outgoing server settings.

Account settings --> Sending mail --> Outgoing server
