It is possible to export settings to a file (in external storage).  You
can then move that file to the new device and import them.  If you are
using IMAP, you can just download the messages from the server again.
(I have done this not to change devices but to reinstall after moving to
a new ROM.)

Another possibility is the backup command of adb (in the developer
tools).

I do not know how to move messages stored locally in a POP account.  I
would ask how you are backing them up, and how you would recover if your
device were smashed to little bits.  THe same approach should work to
move to a new one.
