[Kaboodle-user] partnership file not found

I have installed kaboodle, zebedee, and tightvnc on a winxp and a win2k server.  I have registered both networks and installed the appropriate partnership files on both machines.  I have opened up ports 4182, 4183, and 11965 on both networks and mapped them to the respective computers.   When I attempt to connect to a remote network it shows the remote networks IP address and acts like it is connecting, then I get a message saying that the partnership file can't be found.   What steps should I take to troubleshoot my problem?
