In general, no, since usually end users don't have access to the native
development tools for the cell
phone platforms, with a few exceptions.
For open-from-the-ground-up phones, like OpenMoko, though, that likely
means yes, but such phones
are still more of an interesting curiosity for developers, rather than
actually being available to consumers.
