We cannot make a release until the CCLA/SGA has been received, the code base 
scrubbed/checked, and we have followed the proper release prep.

We cannot use the apache mirrors for releasing old non-ASF releases of Kafka.

We can have a link to another site where they can go download old copies.

We cannot have a direct link to the actual artifacts.  We cannot have an ASF 
website deliver non-ASF release artifacts.
