I know that there are some files that definitely need to be "stamped".  As I 
mentioned before you'd be surprised at what needs to be stamped.  

What might be a good thing to do is to review every complaint from RAT and 
either stamp it or find an example in another project where they don't stamp it 
and add that file to the excludes.  As a mentor I will still need to review all 
excludes.

It's also in kafka.  There was some discussion on where to put it but I'm not 
sure there was a conclusion.
