Since this vote contained a +1 from an IPMC member all we need to do is make an 
announcement about the vote, reference the thread via some mail archives like 
http://mail-archives.apache.org, and state that we'll wait 72 hours for anyone 
to raise concerns.  Make sure that you split out the mentors' votes, 
committers' votes, and community votes in the announcement.
