  KVDetector "Fired" bitmask not backwards compatible

Bug description:
  KVDetector::fFiredMask is initialised to "0" which means that if the bitmask 
is not set up correctly
  (no environment variables KVDetector.Fired.ACQParameterList.[type] defined 
for type of detector,
  or when reading old detectors from data files) then KVDetector::Fired gives 
kFALSE with either
  option "all" or "any".
