  adds stopping power function to KVedaLossMaterial
  
  adds the possibility to increase the valid energy range for KVedaLoss tables,
  which is nominally <400AMeV for Z<4 and <250AMeV for Z>3.
  user should call static method
  KVedaLoss::SetIgnoreEnergyLimits()
  before ANY (KV)materials are created.
  this will recalculate for each ion in each material the maximum possible
  incident energy which can be used without things diverging and going mad:
      the range function has to be a montonically increasing function of E
      the stopping power must not have a minimum followed by an increase
  at the most, the new limit will be 1 GeV/nucleon
  at the worst, we keep the old nominal limit.
