Have a look at https://kallithea-scm.org/repos/kallithea/changeset/60f9840c8df1da94656f0d10c2a291100370e614 In which I documented the html/css/js customization method. You could use this to insert your announcement on some pages. It'd require some js skills, but in general it shouldn't be difficult... (Can't find this new section on readthedocs though...
