Accept any reference properties from remote endpoints (JBoss interop)

Reported by Dominik Heller.
Kandula seems to only accept reference properties whose QNames are listed in
the server-config.wsdd files. Since peers may arbitrarily choose the names of
the reference properties sent, this is a blocker to interoperability.
We should check if it was possible to use any reference property trees.
