By far the easist thing to do is "use Inline;". There are so 
many unknowns in your question, however, that there's really no 
way to provide a simple answer.

Nonetheless, here goes. Install Inline and Inline::C. Read 
perldoc Inline::C. Come back with additional questions. :-)
