Background:
Partnerships for e-Prosperity for the Poor (Pe-PP) is a 3-year technical assistant designed to bring existing resources and knowledge together to assist and empower poor communities to utilise information and communication technologies (ICT) for their access to basic social services and economic activities, thus contributing to the achievement of the Millennium Development Goals.

More specifically, Pe-PP has the following objectives:

  • To empower and mobilise poor communities for economic activities and accessing social services through better access to information and communication.
  • To forge strategic partnerships in bringing individual efforts together for the benefit of the poor communities.
  • To establish multi-purpose community development telecentres to provide shared access to information and communication to poor communities and to be a channel through which partners can bring services and opportunities.
  • To draw on and disseminate the best practices and lessons learned from the pilot projects in order to raise awareness of the applicability and potential of ICT for poverty reduction, thus contributing to the formulation of national / regional policy and replication of successful implementation of ICT for poverty reduction activities.The project will be executed by the National Development Planning Agency (Bappenas) guided by the Advisory Board of which members are from key ministries and private sector partners. Main feature of the project is five (5) demonstration pilots in Sulawesi, Papua and East Java, which will be administered and supported by the project team led by the National Project Manager.

Duties and Responsibilities:

Pe-PP uses ICT as enabling tools pursuing innovative applications of old and new technologies for poverty reduction. Sharing knowledge and experiences is important to synergise similar initiatives in telecentre development. Under the supervision of the National Project Manager (NPM), and in cooperation with other members of the implementation team, the IT Assistant will serve as technical focal point, supporting the implementation of the project by developing and maintaining project related website and providing technical support for the project office as well as the telecentres in pilot locations.

More specifically, the IT Assistant is expected to discharge the following functions:

  1. Set up the project office with proper computing environment and reliable network.
  2. Further develop and maintain project related websites as the major internal and external communication tools.
  • In coordination with the Knowledge Management (KM) Officer, review the existing websites for further improvement for internal and external communications;
  • According to the results of the review and as new functions and applications required over the course of project implementation, develop new web-based applications (e-forum, interactive database, chat rooms, e-bulletin, etc.);
  • Regularly update information contents of the websites and produce reports with website user statistics;
  • In cooperation with KM Officer, maintain contacts and working relationship with on-line volunteers and convert various information contents contributed by the on-line volunteers to appropriate format for dissemination;
  • Provide advice and technical assistance for pilot projects to develop their own website or related websites for hosting communities;
  • Assist the KM Officer in maintaining mailing lists.

    3. Provide technical support for telecentres at the pilot locations

  • In cooperation with the telecentre managers and host organizations, provide technical advice and solutions on telecentre configuration (choice of equipment, devices, network, etc.).
  • Conduct regular monitoring and maintenance of telecentres in technical point of view.
  • Advise on the training modules for technical management of telecentres (trouble shooting and regular maintenance and operation).
  • Monitor and evaluate the training sessions on their effectiveness and appropriateness.

     4. Perform other duties as required by the NPM.

Qualifications and Experience:

  • Minimum College Diploma (D3) or its equivalent in computer science, electronic engineering, or other related disciplines;
  • Advanced information technology skills in computing, programming and network administration;
  • Good knowledge and skills in web-based applications including database, website design, etc.
  • Knowledge of ICT for development issues;
  • Minimum 6 years (with D3) or 4 years (with S1) work experience in relevant field;
  • Good oral and written language skills in English preferable;
  • Excellent interpersonal and communication skills, with high level of initiative and self-motivation and ability to work with a team in a multi-cultural environment.
