There is still the work required to handle CML2 with separate source
and object trees and with multiple source trees.

For 2.5 he wants a clean cutover, but until 2.5 is available we have to
work on 2.4. The ability to parallel run old and new makefiles on the
same kernel has been extremely useful for testing.
