Sorry, no.  That was just an example to demonstrate the visibility bug.
In reality VMLINUX is part of a choice list.

The same bug affects the existing rules, set EXPERT=y,
SERIAL_NONSTANDARD=y (char, rs232) and 18 nonstandard options appear.
Now set EXPORT==n.  SERIAL_NONSTANDARD disappears but the 18 options
that it controls are still visible.
