Well, yeah, it should be. Note that in Fedora Core 4 devel, they no longer provide the build/ directory with the kernel RPM, you've got to install the new kernel-devel package that matches (kernel-smp-devel, ...). So it's not guaranteed to be there, as has been there in the past, as the packaging is different. If present, it should be correct (assuming the user didn't install a kernel for a different arch, which would put it in the same place).
