I just saw it while driving home last night. Had I known where it was, I would have attempted to snap a picture with my phone. And yes, Jason, you need to take a break from programming. ;-)
It was a standard (non-electronic) billboard, trying to get people to figure out at what price they'd consider giving up smoking. I instantly saw the perl connection, however, although it actually looked more like a '$__' variable.
