I have looked at Lucene before. And it handles a lot of constructions of search morphology. But, of course, it requires a grounding in java to use. (I know there is solr, but you still need to maintain the software.)
It looks like Lucy is maybe not quite as massive as Lucene, but easier to use in smaller productions (via apache instead of a servlet). They mention a quicker startup time than Lucene. Which seem to support this approach? Is lucy easy to install? (Which would make it nice for smaller projects.)
