SUMMARY
In any keyframeable effect, it is expected that the values assigned to any
property in the keyframes not change without the user setting it. However, in
this effect specifically ("Rotate and Shear"), the keyframes are merely
decorative, because they appear as functional keyframes but actually don't do
anything.

STEPS TO REPRODUCE
1. Import any video clip to the timeline
2. Add "Rotate and Shear" effect to the clip
3. Create a keyframe in any position 
4. Change the value of any property of the effect in this keyframe
5. Create another keyframe in other position
6. Change the value of the same property as before, but in the second keyframe
7. Go back to the first keyframe created, and check the value set early

OBSERVED RESULT
The first keyframe lost its value assigned. Now, it has the same value assigned
to the second keyframe

EXPECTED RESULT
Both keyframes keep the values assigned to each one of them

ADDITIONAL INFORMATION
Note that this effect does have a line to configure the keyframes, but it works
the same way as any other effect that does not support keyframes.
