The queue is supposed to keep the order of existing episodes so it doesn't mess up the order in which you want to listen to them. When updating, it will add new episodes to the back of the queue in chronological order. The sort options on the queue are intended as a one-time action. If you want a list that has a fixed order then you can use the episode list or the individual podcast episode lists.
