If desktop widgets are locked, the Desktop Settings -> Wallpaper -> Layout
combobox is disabled. The user should be informed about the reason for this
(the locked desktop widgets).
Reproducible: Always
Steps to Reproduce:
1. Lock desktop widgets.
2. Right click desktop and pick Desktop Settings.
3. Baffle at the disabled "Layout" combobox :)
