enable bluetooth does nothing. and there is no option to pair a device.

SUMMARY
can connect to bluetooth via bluetoothctl and the device will then show up in
the gui
using the bluetooth tray icon searches for a bluetooth device seemingly
forever. 
using bluetooth in system settings does nothing

STEPS TO REPRODUCE
1.  no steps, just happens everytime on system boot
2.

OBSERVED RESULT
no detection for bluetooth device
