It's probably an oversight rather than a bug, and so I've set the severity to
wishlist. There's zero discussion about color tags at https://discuss.kde.org
SUMMARY
digiKam cannot assign multiple color tags to a photo. It's problematic because
other important apps in the workflow (like darkTable or PhotoMechanic)
naturally support multiple color tags. Obviously star ratings should be limited
to only one assignment. But that rule shouldn't apply to colors.
STEPS TO REPRODUCE
1. assign a color label
2. assign a different color label
OBSERVED RESULT
notice that the first assignment has been deleted.
EXPECTED RESULT
Maintain multiple color tags. hotkeys should work as a toggle for a single
color without affecting other color tags.

ADDITIONAL INFORMATION
As a photo management app, it's important to be able to quickly assign nuanced
variations which can be boolean filtered later. Not allowing multiple colors
really slows things down.
