SUMMARY
The area of pinned vs. non-pinned icons appears to be determined incorrectly
when icons are not grouped.
STEPS TO REPRODUCE
1. Add "Icons-Only Task Manager" to a panel
2. Configure it to "Group: Do not group"
3. Pin say 3 programs
4. Open a lot of instances of those programs
5. Try reordering them in the task-bar
OBSERVED RESULT
Any of the icons representing windows can be dragged, but the animation stops
at spot 4 in this case, and when released the icon will always shuffle to that
spot.
In effect, to achieve an order, it has to be assembled right to left by placing
the right most icons then dropping more left ones pushing the intended order
outwards from the area they can be dropped in.
Another effect (likely cause by the same problem) is that non-pinned program's
icons can be dragged into the pinned area up to the mentioned area of (here) 3
icons.
EXPECTED RESULT
I can release the pinned windows anywhere in the pinned area.
The non-pinned windows can only be shuffled in the non-pinned region.

(kinfo is not working for me, but I don't think the version is relevant)
ADDITIONAL INFORMATION
I have observed this in 5.27 and 6.2 over the last 2 years, it has likely been
around for even longer.
I have seen this in Gentoo and the kubuntu repo on Mint.
