SUMMARY
The elements of the dropdown for conditions on when to apply rules are not
visible; only a blank space is presented to the user.
STEPS TO REPRODUCE
1. Open the KCM
2. Create a new rule, e.g. "keep above others"
3. Click on the condition (e.g. "apply initially")
OBSERVED RESULT
The elements in the dropdown are blank.
EXPECTED RESULT
The elements in the dropdown are visible.
