When selecting items on the desktop or anything that requires continuous motion
there is a stuttering that makes it incredibly difficult to use.
affected components:
parallax effect, [HTML wallpaper plugin](https://store.kde.org/p/2137308),
mouse dragging to select items, (possibly more)
