SUMMARY
The tool-tips on panel widgets, including task window previews, can be moved
and resized, albeit briefly, with win/alt+left/right click, if enabled in
window behavior settings.
STEPS TO REPRODUCE
1. Hover over a widget in panel to show a tool tip
2. Attempt to move or resize the tool-tip with win/alt + lmb/rmb
3. Observe behavior, the tool tip does move for a short time before
disappearing
OBSERVED RESULT
Tool-tips are moveable and resizable
EXPECTED RESULT
Nothing happens, similar to menus
