Unfortunately I still can reproduce it in Plasma 6.3.5. Sometimes there is no freeze, but sometimes it takes several seconds to open Panel Configuration. It also happens on performing other actions, like selecting "Add or Manage Widgets", "Manage Desktops and Panels" or activating Application Launcher.
