Yes, that's correct, and that's a fair point you raise.

Maybe that's the reason why they changed it from how it was in 20.04LTS.

I think it would be great to either go back to that design, or, if keeping the
error, it would be great to add some text for the user, saying that there's an
invalid character in the filename.

The current situation leaves the user wondering why the file is not copied.
