I have since tested a different MBIM modem that works with ModemManager (and by
extension, plasma-nm), but the old LTE modem is still unusable.

So, in summary, I think this is mostly an issue with ModemManager and not
plasma-nm.
Since I'm no longer using the old modem, it's no longer an issue for me. I'm
closing the bug.

My solution for the old modem was a modified version of the mbim-network script
that just fetched the network configuration via `mbimcli
--query-ip-configuration` and configured the network interface directly.
