SUMMARY
When you use scrolling wheel and your mouse supports hires scrolling (logitech,
some microsoft mouses), select boxes change value on every micro-step rather
than full scroll event.
STEPS TO REPRODUCE
1. Open Display settings
2. Scroll whatever select box
OBSERVED RESULT
Scrolling is too fast.
EXPECTED RESULT
Items change only on every major scroll step rather than micro step.
