The problem is this: with the current infrastructure, it's impossible to support the use cases of "adjacent panels sharing a screen edge" and "stacked panels sharing a screen edge" at the same time. In Plasma 5, we only supported adjacent panels, but then later, starting in Plasma 6, we only supported stacked panels.
