SUMMARY
Plasma System Monitor has no obvious way to move a section to be in another
section, column or row without recreating the section outright, e.g. putting
the per-core usage graph along side the total usage graph for the CPU in the
default overview layout.

STEPS TO REPRODUCE
1. Enter edit mode
2. Select a section that doesn't have any others alongside it and notice the
move button is greyed out, meaning it can't be selected.
3. Select a section that has multiple sections within it, and notice they can
be moved fine within their parent section, but still can't be moved to a
different section, column or row.

OBSERVED RESULT
As above

EXPECTED RESULT
The move button should be enabled, and a user should be able to move it to a
different parent section, column or row
