STEPS TO REPRODUCE
1. Set fractional scaling to 150%
2. Reboot
3. Set left, middle and right click actions to "activate and raise"
(Settings>Window management>Window behavior>Window Actions>Inactive inner
window actions)
4. Move your mouse pointer onto a widget on a panel (e.g. task manager or
launcher) and wait for its tooltip/popup to appear.
5. Try clicking it.
OBSERVED RESULT
Nothing happens, even after multiple clicks.
EXPECTED RESULT
Clicking widgets does what it's supposed to (switch to task manager entry, open
launcher, ...)

ADDITIONAL INFORMATION
Changing display scaling to something else and then back seems to fix the issue
until reboot.
The issue seems oddly specific but it happens to me consistently on both Fedora
and NixOS with different versions of Plasma 6 and it's really annoying.
This happens with all three mouse buttons (setting its action for inactive
window to "activate and raise" prevents the respective button to be used on
widgets when tooltip is shown).
Its cause might be connected to https://bugs.kde.org/show_bug.cgi?id=482619 and
https://bugs.kde.org/show_bug.cgi?id=461414 , but it's not quite the same.
I think there might be some bug with focus/raising when widget tooltips appear
(and clicking on a widget doesn't pass click to it).
