SUMMARY
With 3 monitors, the display that will have the panel is the one lowest in the
priority list in display configuration.

STEPS TO REPRODUCE
1. Have several monitors (tested with 3)
2. Right click on desktop
3. Open "Display Configuration"
4. Click on "Change Screen Priorities"
5. Observe the priorities

OBSERVED RESULT
The panel / task bar is on the lowest priority screen

EXPECTED RESULT
The panel / task bar should be on the primary screen, at top of the priority
list
