SUMMARY
I've used plasma for years, and I love it. but I noticed that, it lacks a
Parental Control KCM module. I think that, this is a feature that Plasma could
ship ootb. GNOME already has it included.
I have no children, but think about those who do, and also think about those
parents that gave a steam deck to their children. a parental control may come
handy to manage the children time spent on the deck.
this requires a proper discussion, to be considered and polished into a KCM
module.
imagine also, parents setting up a PC with KDE plasma for their children.
parental controls come handy on that scenario.

STEPS TO REPRODUCE
1. Open system settings
2. there's no way to setup parental controls.

EXPECTED RESULT

Have a KCM module, that allows to setup and manage parental controls on plasma.

SOFTWARE/OS VERSIONS
KDE Plasma Version: 6.4.3
KDE Frameworks Version: 6.16
Qt Version: 6.9.1

ADDITIONAL INFORMATION
This feature is meant to be distro agnostic.
