SUMMARY
Unconfirmed face suggestions sometimes appear under the wrong person in the
People panel. The affected person shows a pending suggestion count (e.g., (1)),
but no face appears at the top of their list. Instead, the misattributed face
appears at the bottom, mixed with confirmed ones, and it actually belongs to
someone else.
STEPS TO REPRODUCE
1. Run face detection on new images. Wait for digiKam to assign face
suggestions to known people.
2. In the People panel, observe that one person shows a number of unconfirmed
faces (e.g., "Anna (1)").
3. Click on that person to review the suggestion. Notice that no new suggestion
appears at the top, only previously confirmed faces.
4. Scroll down to the very bottom of the confirmed list. One face appears as a
suggestion, and it may belong to someone else entirely.
OBSERVED RESULT
When selecting a person in the People panel who has a number of pending face
suggestions (e.g., "Anna (1)"), no suggestion appears at the top of the list.
However, if you scroll down to the bottom of the confirmed faces, an
unconfirmed face suggestion appears, but it belongs to a different person.
EXPECTED RESULT
Well, all unconfirmed face suggestions should appear at the top of the list
when selecting a person in the People panel. Additionally, suggestions should
only appear under the correct person, they should never be misattributed to
someone else, regardless of how they are displayed or sorted.

ADDITIONAL INFORMATION
I don't think this is anything new, I've seen this behavior every now and then
for several months now, likely more than a year. But it rarely happens. I've
seen it happen 4 or 5 times at most.
