STEPS TO REPRODUCE
1. Go to a site that allows users to upload content, then press the add/upload
button.
2. Try to navigate the items with the arrow keys.
OBSERVED RESULT
The focus is on the input field, which is only useful for downloading.
EXPECTED RESULT
The focus should be on the folders and items.
