SUMMARY

On the KDE Linux (and KDE neon) installation process, you can choose the
keyboard type.
I chose a Japanese keyboard, but it appears that the keyboard is still
recognized as an English keyboard (or other keyboard for a Western language?).

STEPS TO REPRODUCE

1. Choose Generic 105-key keyboard > Japanese > Default keyboard
2. Focus on the text input for the test
3. Type `1234567890` with the shift key.

OBSERVED RESULT

`!@#$%^&*()` (probably English key map) is entered in the text input

EXPECTED RESULT

`!"#$%&'()~` is entered in the text input
