SUMMARY
"Force mute all playback devices" is on, but I can hear audio via headphones.
STEPS TO REPRODUCE
1. Click "Force mute all playback devices".
2. Potentially attach/detach audio devices, plug/unplug headphones (not sure if
it's necessary for issue reproduction).
3. Play media (e.g. watch a video at drive.google.com in Chrome).
OBSERVED RESULT
I can hear audio via headphones. The volume tray icon shows volume >0% and not
muted.
EXPECTED RESULT
Should not hear audio. The volume tray icon should display "muted" icon.
