STEPS TO REPRODUCE
Attach a file while creating a bug report, then re/move the file.
OBSERVED RESULT
The bug is created without the attachment, which isn't ideal.
EXPECTED RESULT
Block the bug from being created, because it has to be assumed that the
attachment is important.

attachment's comment is not posted.
HOWEVER! When you attach a file while creating a bug report, then re/move the
file; the bug is created without attachment, which is problematic for bugs with
random changes of happening.
