This is already implemented for Linux on a local computer using DBus in digiKam. There's also the option of using MySQL Server Events, but this is also problematic. We've already received bug reports on this. You can simply select "Search for new entries" in the Extras menu. This is the same as the initial scan and saves you from having to restart the digiKam.
