Before I started using Plasma, I used to use Compiz enhanced desktop zoom which had this functionality in it. It would allow me to zoom into my work on one screen while keeping a YouTube video fullscreened on another display. My concern would be moving the mouse cursor between displays, particularly with the Push tracking mode. I generally prefer all my screens to zoom in as if they're one giant screen, and I no longer actually use multiple monitors. But when I used to, one of the annoying issues I'd run into with Compiz is trying to do something zoomed in on one screen without losing my place on another zoomed in screen. Think zooming into some documentation on one screen and zooming into my code on another, I don't want to lose my place in my code when I go to check documentation.
