Summary

When trying to move a background window with Meta+Left Click, the window is
immediately raised to the foreground.
Expected behavior (as implemented in Bug 489806 / MR !5430) is that the window
should move without raising, and only raise on mouse release.
Steps to Reproduce

    Log into a Plasma Wayland session (Plasma 6.3.4).

    Open two overlapping windows (e.g., Konsole and Dolphin).

    Ensure Dolphin is in the background.

    Hold Meta+Left Click on Dolphin’s background window to drag it.

Actual Result

    The background window is raised immediately as soon as the drag starts.

Expected Result

    The background window should move while staying behind the foreground
window.

    Only on mouse release should the background window be raised to the top.

Additional Information

    Tested on Kubuntu 25.04, Plasma 6.3.4, Wayland session.

    Same behavior occurs regardless of Window Management → Window Actions
settings.

    This seems to match the regression described in Bug 508581

.
