SUMMARY
Cannot update apps after system update due to system update of OS
STEPS TO REPRODUCE
1. Update OS
OBSERVED RESULT
Cannot get to updates screen, only `Updates will be installed after the system
is restarted` screen shows up, no refresh button at the top of screen to
refresh updates/see app updates I might want to apply.
EXPECTED RESULT
Overall: App updates still to be applied as user does not yet want to restart
the system.
Implementation possibility:
1. Still show the refresh button in the titlebar
2. If the user has no updates available, show that but also mention to user
that an update is pending for the OS update
3. If the user has updates, show them, when they are done, show the `Updates
will be installed after the system is restarted` screen.
