Content jitter on vertical window resize.
STEPS TO REPRODUCE
1. Drag&drop to slowly increase/decrease window height.

OBSERVED RESULT
The window content, i.e. the Quick Settings KCM view jitters while resizing the
window.
EXPECTED RESULT
The UI elements that eventually preserve position shouldn't move at all.
