STEPS TO REPRODUCE
1. Connect to a Wifi
2. Have several other wifis in your range (not sure if relevant)
3. Have several other known VPNs configured (not sure if relevant)
4. Start to connect to a VPN:in my case openconnect, where I need to enter
credentials
5. Don't enter those credentials, but open the Network Applet (or keep it open
from the start)
OBSERVED RESULT
The connected wifi stays on top. All other items move several entries down.
When scrolling through this corrupted list, the scroll position sometimes jump
or items change positions.
