All entry and editing of transactions is done inline. As you note, the transaction form appears (when configured to do so) to show the full details of a selected transaction, but this is not necessary when entering or editing a transactions as at that point, all the details are shown in the inline form. As there have been several questions about this, it was obviously not presented prominently in the release notes or change log.
