The 24-hour time displayed by the system for many locales omits the leading
zero. This is against ISO 8601, and is a problem for professionals that rely on
24-hour time when communicating to others. Using the date command in the
terminal shows the time with the leading zero.

We should be able to either add a custom time format or the 24-hour clock
should show the leading zero by default.
