After some more thought, I think this should be implemented by a third party
widget instead of being built-in in Plasma. There's already a lot of
customization option in the default panel, and it's getting quite complex;
hiding / showing panels is something that can be done by any third party
widget, and I think that might be a better place for that. You can also use
this as a workaround, using some scripting to achieve the same behavior:
